Your Role: As a Construction Project Controller at TSTC, you will play a pivotal role in analyzing contractual and financial performance, driving financial activities to enhance performance, and ensuring that projects exceed financial and cash management goals.
Your responsibilities will encompass managing various phases of program and project activities, from real estate transactions to construction finance.
You will also be responsible for preparing internal financial requests, conducting monthly project financial reviews for project managers, managing accounting and budget control procedures, and overseeing the financial closeout process for construction projects.
Your expertise will be crucial in identifying budget deviations, addressing issues, and maintaining efficient management practices.
Essential Functions: As a Construction Project Controller at Texas State Technical College (TSTC), you will be a vital member of our team, contributing to the success of our projects and ensuring that our financial goals are consistently met or exceeded.

Financial Analysis and Performance Improvement: Analyze contractual and financial performance to identify areas for improvement.
Ensure that programs and projects meet or exceed financial and cash management goals.
2.
Contractual Expertise: Possess a complete understanding of contracts, “as-sold” scope of work, and budgets.
Effectively communicate these details to the program team.
3.
Industry Expertise and Business Knowledge: Leverage your in-depth functional expertise within the construction and engineering industry.
Apply strong business knowledge to enhance project outcomes.
4.
Budgeting and Forecasting: Lead budgeting and forecasting efforts for the college in coordination with the Financial Planning & Accounting organization.
5.
Metrics and Performance Enhancement: Collaborate with Facilities Planning and Construction leadership to develop meaningful metrics and tools.
Support changes in focus or behavior to improve project performance.
Provide contractual and financial leadership to Project Managers and division leaders through meaningful reporting and actionable insights.
6.
Cash Flow Management: Participate in cash flow management of projects and programs.
Ensure timely billing, follow-up on outstanding invoices, and efficient management of client administrative requirements.
7.
Project Kick-Off and Strategy: Assist in facilitating project kick-off meetings with the project management team.
Ensure alignment with bid and approved project execution strategies, both operationally and financially.
8.
Variance Identification and Mitigation: Identify and mitigate variances across departments.
Review internal and external reports with project management, project controls, Finance, and Accounting.
9.
Monthly Project Reviews: Organize and participate in monthly project review meetings with the Business Line and management.
Track and monitor participation, guide discussions, identify constraints, and facilitate solutions and action plans.
10.
Measurement and Monitoring: Assist Project Managers and division leaders with measurement and monitoring efforts.
11.
Strategy Development: Develop strategies to improve goals and recovery plans if trends suggest projects are off track.
12.
Collaboration and Liaison: Act as a liaison between client organizations, supply chain partners, trade allies, staff, and college services to maintain a highly collaborative and cooperative environment.
13.
Staff Development and Business Literacy: Provide input for staff development to improve TSTC capabilities.
Continually work to enhance the business literacy of individuals involved in project delivery.
14.
Project Improvements: Direct project improvements, including enhancing the capture process and reducing Overhead/G&A costs.
Qualifications: Bachelor’s degree in Finance/Business is required.
5-10 years of construction/project management experience.
Professional registration/certification through AACE or Project Management Institute (PMI) is preferred.
Masters degree (Preferred).
Strong adaptability to different personalities and management styles.
Outstanding team player with excellent interpersonal skills.
Above-average organizational skills.
Detail-oriented with a track record of meeting deadlines.
Dedicated and hardworking with strong leadership qualities.
