Performs routine consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public.
Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED: - Perform QM activities such as maintaining data on abuse/neglect/ exploitation/ appeals/rights complaints - Assists with QM department monitoring of Center compliance with requirements, laws, regulations, policies, and procedures to identify areas in need of change and assists with the development of plans to improve or address areas of concern - Investigates client rights complaints and coordinates with Center staff, state rights office, and others as necessary to resolve complaint - Serves as Center liaison with DFPS to coordinate investigations of abuse, neglect, exploitation which could include occasional after hours contact with supervisory staff - Maintains mechanisms to measure, assess, and reduce incidents of client abuse, neglect, and exploitation and improve client rights protection processes - Facilitates client appeal process for eligibility determinations and services including coordination, notification, and other actions as outlined in Administrative Manual for Medicaid clients handle referrals to HHSC and MCOs for appeals as necessary - Serves as Center’s HIPAA Privacy Officer and ensures center compliance through periodic internal HIPAA reviews, maintenance of procedure, and breach analysis should a potential issue arise - Serve as chair of Human Rights Committee - Maintains mechanisms to measure, assess, and improve client satisfaction with services - Assists in the preparation of administrative reports, studies, surveys, and specialized projects - Provides rights/guardianship/consent/ethics/confidentiality/client satisfaction-related consultative services and technical assistance for agency programs/staff - Assists in analyzing legislation and/or new rules to develop recommendations for procedural changes in programmatic areas - May assist in developing procedure particularly for the Administrative Manual - Conducts new employee training in client rights and confidentiality and additional training as requested by managers or as corrective action to a review investigation finding.
