02 Hourly This position will monitor, coordinate, facilitate, and review indigent defense representation in District Court criminal cases, and County Courts at Law criminal cases.
The Indigent Defense Coordinator is responsible for developing a methodology for distribution of cases to attorneys.
Job Description ESSENTIAL JOB FUNCTIONS: Must adhere to the requirements of the McLennan County Joint Indigent Defense Plan and the Texas Indigent Defense Commission (TIDC.
) Must notify the TIDC of any changes made to the local indigent defense plan Must adhere to the Code of Criminal Procedure’s guidelines for the timely appointment of counsel to defendants Travel to the McLennan County Jail twice per day to interview defendants who request a court appointed attorney Make a determination of indigence according to the standards in the McLennan County Joint Indigent Defense Plan by interviewing the defendant and collecting financial information; appoints next available attorney if the defendant is an indigent Send notice of appointment to the defense attorney, district attorney, and bondsman if applicable on unfiled cases Send notice of appointment to the defense attorney, the appropriate court, the appropriate clerk’s office, and bondsman if applicable on filed or indicted cases Interview defendants who did not request an attorney at time of arrest on a weekly basis.
Interview defendants who did request an attorney at time of arrest but whose request was denied or never received.
Prepare weekly reports of inmates who need to be interviewed again or who have not been interviewed Maintain all financial affidavits on unfiled offenses until the case is filed or indicted; print and send financial affidavits and corresponding Orders of Appointment or Denial to the appropriate clerk’s office Responsible for all inmates in the McLennan County jail with pending cases to have documentation of a request or no request for an attorney and denial or appointment of an attorney Responsible for all financial affidavits received from the McLennan County Jail daily Responsible for all requests from other counties in Texas regarding the appointment of an attorney for inmates in custody in their respective county with a hold for McLennan County Partner with Information Technology department and EDOC Technologies regarding data codes, corresponding orders, and reports Receive, document, and maintain applications from attorneys on court appointment list; send attorney’s applications to judge for approval Receive complaints from defendants; forwards complaints to appropriate attorney and Judge; report findings on complaints to the appropriate attorney Prepare quarterly reports of activity for the Commissioners Court Receive daily activity reports and retain for reports as needed Respond to mail received from inmates in the McLennan County Jail and Texas Department of Criminal Justice Regular attendance and timeliness are required EDUCATION: Required: Associate's Degree in Criminal Justice, Public Administration, or related field SKILLS ~ EXPERIENCE: Required: 3 years legal clerical, administrative or legal support experience in a court or legal environment that included heavy interaction with the public.
Must have substantial experience in criminal court system and office management Must be loyal and able to keep the confidences of the office as required by law Knowledge of legal terminology, judicial administration and support services, legal office procedures, court policies/rules General knowledge of basic hardware and software and uses of a variety of different computer operating systems such as Microsoft Office Work, Excel, Outlook Exceptional skill in establishing and maintaining effective working relationships with County staff, attorneys, and citizens Proficient verbal and written skills to communicate information and directions to courts, attorneys, and citizens Ability to accurately sort, file, and retrieve material using alphabetical, numerical, or chronological systems Ability to work effectively with and tactfully communicate with difficult and/or hostile individuals and render assistance to individuals of below average mental capacity.
Ability to exercise tact, courtesy, and discretion in contacts with court officials, attorneys, county employees, criminal defendants and public Work independently, quickly, accurately and within time limitations All Employees o Must be committed to achieving excellence in assigned duties, always in service of the county and community o Must have ability to earn and keep the trust of fellow employees and the community at large o Must be approachable and ready to help fellow employees and the general public ENVIRONMENTAL FACTORS: While performing the essential duties of this job, the employee is constantly required to work under time pressures to meet deadlines; the employee must frequently change tasks, perform multiple tasks simultaneously, and work closely with others as part of a team.
The noise level in the work environment is usually moderate.
Majority of work is indoors in office environment.
However, this position also has daily trips to the McLennan County Jail.
Work at the jail includes contact with inmates without close supervision from the correctional officers.
Continuous contact in the office with the public and persons accused or convicted of crimes.
PHYSICAL DEMAND REQUIREMENTS: While performing the duties of this job, the employee is regularly required to talk or hear The employee frequently is required to stand.
The employee is occasionally required to walk; sit; use hands to find, handle, or feel objects, reach with hands and arms; stoop and kneel HOURS / SPECIAL CONDITIONS: The position schedule is 8 a.
