Chief Financial Officer City of Waco Department of Fiscal Management Mackenzie Eason & Associates has been retained by the City of Waco to help recruit a Chief Financial Officer to lead the Department of Fiscal Management, including the divisions of Finance, Budget, Purchasing, Payroll, and Grant Management.

The Department is a vital component of the city's administrative structure and is responsible for managing the financial affairs and resources of the municipality.
With a dedicated team of 35 professional employees in our Grants, Accounts Payable, Payroll, Accounting, Purchasing, and Budget divisions, the department is the centerpiece of the City’s commitment to preserving public trust through financial control, reporting, and analysis.
The City of Waco follows GASB standards and participates in and has received the GFOA Distinguished Budget Award for over twenty years— an important accomplishment for the City.

The CFO will require a high level of political understanding and acumen as they will liaise with members of the public, elected officials, consultants, private entities, and city, state, and federal agencies in delivering effective and efficient financial services on behalf of the City.
The ability to break complex financial data and terms into easy to understand language.
Excellent written communication is essential since the CFO will provide professional advice on issues to the City Council and City Manager.
They will also prepare routine and complex/detailed financial reports as requested.
Key qualities for the Chief Financial Officer role include being knowledgeable in government accounting, skilled in financial reporting and budgeting, committed to transparency, and creative in economic development.

The Budget Team has several vacancies.
The incoming candidate will enter during the middle of the budget cycle.
Over the next three years, process improvement is needed in budgeting, procurement, and payroll.
Job Duties Oversees the City’s financial activities, including cash management and investments, bank relations, general accounting, grant financial reporting, debt management and planning, financial reporting, and audit management.
Oversees the development, implementation, and maintenance of proper internal financial controls.
Serves as the City’s liaison with external auditors, financial advisors, bond counsel, and accounting consultants.
Preparation of the City’s annual budget.
Coordination of debt issuance and post-issuance compliance.
Oversees the preparation of the Annual Comprehensive Financial Report (ACFR) and coordinates the annual audit of the City.
Provides support and ensures accounting policies and principles for all city departments are followed.
Directs the disbursement of all monies and controls all expenditures to ensure that internal financial controls are in place and functioning.
Oversees a general accounting system and payroll in accordance with generally accepted accounting procedures.
Involved in oversight of contract management and compliance by City Departments.
Manages procurement for financial services such as banking agreements, investment services, etc.
Oversees management and investment of all public funds belonging to or under the control of the City.
Recommends to City Management new or revised fiscal policies and methods.
Recommends ordinances and resolutions and major operational adjustments as required to safeguard the validity and reliability of financial reporting systems.
Essential Functions Directs and participates in long-range and short-range planning for City finances and evaluates impacts on future City operations.
Facilitates sound financial decisions by all levels of City leadership through open communication and professional teamwork.
Selects, trains and supervises personnel directly or through subordinate supervisors.
Attends City Council, Budget & Audit, and management meetings and presents information when required.
Responds regularly and promptly to work.

The candidate will prepare both short- and long-term revenue and expenditure budgets, forecasts, and capital improvement plans for City Management.
The candidate will embrace technological innovations to design and direct the most efficient processes and internal controls to maintain accurate and compliant financial records.
The successful candidate will be able to translate complex financial analysis into simple terms for the Mayor and City Council and city residents both orally and in writing.
