JOB The purpose of this position is to manage contracts with Architects, Engineers, general contractors, and outside agencies to complete city facility/building construction projects, such as rehabilitations and renovations.
This position provides complex technical and administrative support and reports to the Director of General Services.
Duties are accomplished by performing daily site visits; resolving conflicts and change orders; administering paperwork and contract execution; and coordinating meetings.
Other duties include completing miscellaneous administrative tasks in the office; returning phone calls; filling out paperwork; and interacting with customers, city employees and contractors routinely.
EXAMPLE OF DUTIES Plans and directs the activities of professional and field operations personnel involved in all phases of major improvement projects for municipal buildings.
Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices in broad areas of construction of capital improvement projects, special assigned projects, and building development and construction.
Exercises independent judgment in the evaluation, selection, adaptation and modification of standard techniques, procedures and criteria.
Serves as the technical liaison between contractors, architects and engineers on construction projects and City departments.
Verifies the work of contractors and employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
Work may include holding pre-construction meetings with contractors; meeting with contractors to interpret points, plans and specifications; performing construction site visitation, inspection and/or construction progress; managing examination of construction materials; initiating/accepting minor deviations and/or work order changes to construction standards and specifications; performing construction project closeout activities; and signing off on project completion.
Administers paperwork as needed for all phases of contract and with supervisory review as needed.
May include contract execution by preparing issuing/analyzing bids/proposals; preparing and submitting contracts; preparing council communication; ensuring obligations of contracts are met, and issuing contracting payments in accordance with the contracts agreed upon.
Responsible for preparing work plans, memoranda, and/or letters as needed.
Prepares and provides project schedules of work, cost estimates and tracks expenditures.
Manages all parties to ensure work meets quality standards, and coordinates meetings by meetings with Designer, User and Construction Contractor involved in projects.
Must be able to interact with and provide comprehensive and concise explanations of technical and complex issues to employees of all levels at the City.
All other duties as assigned by a supervisor/manager within your department/division.

PHYSICAL and NON-PHYSICAL DEMANDS: This position includes the following physical demands in the daily course and scope of duties: Constantly walking around job sites using vision hearing and talking to communicate with customers, communicating with co-workers, communicating with contractors when using the telephone, driving, work orders and purchasing supplies.
Frequently the position requires standing when inspecting work sites; frequently reaching and handling supplies and paperwork; frequently pushing/pulling equipment and supplies along with loading and unloading trucks; frequently bending and twisting when at work sites, in the office and outside the office; frequently climbing stairs and rooftops; frequently using fine dexterity when using a computer keyboard and calculator; frequently using foot controls when driving and operating heavy equipment.
Occasionally this position requires sitting when working at a desk and driving; occasionally lifting/ carrying equipment and supplies; occasional kneeling and crouching when retrieving items from lower shelves; occasional crawling during inspections, when in crawling spaces and confined spaces; occasional balancing on ladders, scaffolding, rooftops, worksites, and on/off equipment.
Non-Physical demands include frequent time pressure to ensure deadlines are being met; Change of tasks and priorities are routine and frequent.
Effective ability to multi-task and work closely with other team members is required and essential.
Ability to work an irregular schedule and overtime.
Frequently working in a emergency situation.
Additionally, the ability to complete tedious and exacting work with efficiency and accuracy is required.
MACHINES, TOOLS, EQUIPMENT, AND WORK AIDS: Truck, copier, fax, telephone, printer, computer and related software, ENVIRONMENTAL FACTORS: This position works in an office and outdoor environment interchangeably.
It is exposed to mechanical, chemical and electrical hazards daily.
Respiratory hazards are encountered several times per month, and physical hazards are encountered regularly.
