GENERAL DESCRIPTION The Texas Juvenile Justice Department (TJJD) offers an evidence-based rehabilitation strategy with supplemental specialized treatment programs and services to youth committed to the agency.
The agency’s rehabilitative strategy includes a reentry system which aims to connect youth and their families to community resources well in advance of the youth’s return to the community, and to execute those plans effectively following the youth’s return, to maximize potential for a positive outcome.
The reentry system includes preparation and assistance to connect with services in the following areas: housing, transportation, workforce development employment, leisure skills activities, faith–based programming, mentoring, medical care, and specialized aftercare services including mental health treatment, aggression management, sexual behavior treatment, and alcohol and other drug abuse treatment.
The Institutional Reentry Parole Officer performs moderately complex (journey-level) reentry and parole administration work and has the primary responsibility of assisting with the preparation of pre-parole youth, early identification of hard to place youth, encouraging youth to succeed by explaining the benefits of reentry services, and advocating for youth on campus in terms of the delivery of defined treatment needs.
Responsible for maintaining status reports denoting individual challenges a youth is having on campus which will be sent to the reentry team to address the individual need.
The Institutional Reentry Parole Officer will disseminate status reports to respective parole officers, meet with youth in the facility regarding parole services and expectations, attend facility Youth Service Team meetings (YST) for designated youth, develop and conduct information and pre-release groups for youth stepping down.
The Institutional Reentry Parole Officer is located at the respective institutional facility.
The Institutional Reentry Parole Officer may be required to work in the facility staffing count in certain circumstances related to safety, but is not a routine job expectation.
May be required to work in excess of 40 hours per workweek, be on-call, and travel occasionally.
ESSENTIAL FUNCTIONS Facilitates effective interdivisional meetings, training, engendering buy-in without chain-of-command authority; and manages youth’s successful reentry.
Actively participates in staff and special meetings regarding reentry and other programming initiatives; prepares for such meetings and shares information; identifies concerns and trends, and recommends improvements to resolve problems or to enhance the delivery of services; and considers ideas and points of view from other staff members.
(10%) Identifies youth with disapproved homes, facilitates communication with sending case manager, DFPS liaison and the parole officer to determine a placement for reentry.
(10%) Routinely discusses with youth and families the benefits of stepping down to a halfway house or parole.
(10%) Ensures that parole officers have treatment providers in place before the youth’s return home.
Ensures reentry specialized treatment needs are identified during youth service team meetings.
(10%) Coordinates with facility case management staff to promote parole involvement and to assist with the reentry planning of the continuum of care for youth being released to the community.
(10%) Serves as the parole representative at the various facility meetings and related activities.
(10%) Serves as liaison between the parole officers, case managers and institutional Family Reentry Enrichment Specialist to assist in maintaining open communication lines and updated information.
(10%) Monitors, reviews, and evaluates the fidelity of re-entry implementation; recommends activities to produce a more effective reentry system and eliminate gaps in service delivery as needed; and assists leadership in development of action plans to improve or address areas of concern.
(5%) Encourages and motivates youth to complete their programming and advocates for youth being placed in prescribed treatment.
(5%) Ensures youth returned as a result of revocation are re-assessed for additional treatment needs.
(5%) Provides ongoing coaching, mentoring, training, and feedback to program staff and recommends the implementation of process improvement plans as needed.
(5%) Assists with developing reentry training materials and conducts reentry training and informational sessions for state school and HWH staff, youth and parents of youth committed to TJJD.
(5%) Reports any presence or perception of racial, ethnic, and/or gender disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures.
Reports safety hazards and corrects hazards when possible.
Completes required documentation in the event of an accident/injury within requested time frames.

Qualifications Bachelor’s degree.
Three (3) years of full-time wage-earning experience in case management.
Preferred: · Bachelor’s degree with major course work in psychology, social work, sociology, guidance and counseling, education, or other related behavioral science · Case work or case management experience working with adolescents.
· Trust-Based Relational Intervention (TBRI) Certification.
Experience and Education Substitutions: Completed course hours of related graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
